Tokyo 23 Wards: The 10 Safest Wards Against Natural Disasters

"Which are the safest wards in Tokyo?" is a deceptively simple question with a layered answer. The four major risks — flood, landslide, liquefaction, and seismic amplification — are each governed by terrain and geology, and at the ward level a clear pattern emerges: wards sitting on the Musashino plateau and the Yamanote plateau structurally carry the lowest disaster risk.
This article ranks Tokyo's 23 special wards on four hazard indicators drawn from Japan's official public data — MLIT's Kasaneru Hazard Map and GSI's elevation dataset — then explains each ward's weak spots, what to check at the address level, and why a ward-level ranking is a starting point, not a decision.
How we ranked
The TOP 10 is a structural read of these four indicators:
- Flood-inundation area ratio (MLIT, projected maximum scale)
- Landslide caution zone designations — yellow and red (prefectural)
- Liquefaction likelihood (Tokyo Metropolitan Government projection)
- Mean elevation (GSI 5m mesh DEM)
All four are free public datasets — anyone can rerun this analysis for a specific address.
The TOP 10
Chiyoda WardImperial Palace plateau
Strengths: Most of the ward sits on the eastern edge of the Musashino plateau centered on the Imperial Palace, with elevations of roughly 5–15m even in the Kanda area. Flood-inundation zones are limited to the low-lying strip along the Nihonbashi River, giving Chiyoda the smallest ratio in the 23 wards. No landslide caution zones are designated.
Weak spots: Low-lying pockets around Kanda and Akihabara have partial inundation risk during Sumida River overflow. Liquefaction is very limited but reclaimed and former riverbed parcels warrant a per-address check.
Minato WardYamanote plateau
Strengths: Centers on plateau-top premium residential districts like Azabu, Aoyama, and Shirokane. Plateau portions sit outside the flood-inundation zones with elevations of 20–30m. Landslide caution zones are limited to localized steep slopes.
Weak spots: Odaiba, Shibaura, and coastal areas carry high liquefaction likelihood and are inside tsunami inundation projections. Within the same ward, plateau vs low-land/reclaimed parcels have very different disaster profiles.
Bunkyo WardHongo plateau
Strengths: Composed of plateau-top residential neighborhoods like Hongo, Koishikawa, Hakusan, and Otsuka — one of the most consistently high-elevation wards in the 23. Flood-inundation zones are limited to a thin strip along the Kanda River; most residential blocks have essentially zero flood risk. Liquefaction likelihood is among the lowest in the 23.
Weak spots: The edges of the Hongo plateau (slopes around Myogadani, Otowa, and Gokokuji) have scattered landslide caution zones. The plateau-and-valley topography means risk can change sharply within a few blocks.
Shinjuku WardYodobashi terrace
Strengths: Plateau-top residential and office districts spread across Nishi-Shinjuku, Yotsuya, Ichigaya, and Ochiai. The area around Shinjuku Station sits on the Yodobashi terrace at around 30m elevation. Flood-inundation zones are limited to the Myoshoji and Kanda river strips.
Weak spots: The Kanda River basin (low-lying Higashi-Nakano and Shimo-Ochiai) is deeply inside inundation projections, with sections exceeding 3m depth. The northwest has interlaced valleys, so risk varies significantly within the ward.
Suginami WardMusashino plateau
Strengths: The entire ward sits on the Musashino plateau at elevations of 40–50m — among the most consistently high in the 23. Landslide caution zones are essentially absent, and liquefaction likelihood is low across most of the ward.
Weak spots: The narrow low-lying strips along the Zenpukuji, Kanda, and Myoshoji rivers carry internal-flooding risk during concentrated rainfall (the 2005 Zenpukuji River urban flood is a textbook case). Projected depths should be checked including runoff from the plateau.
Nerima WardNorthern Musashino plateau
Strengths: Most of the ward sits on the northern Musashino plateau at elevations of 40–60m. Flood-inundation zones are limited to strips along the Shakujii and Shirako rivers, giving Nerima one of the smaller ratios in the 23. Landslide caution zones are essentially absent.
Weak spots: The Shakujii River basin (parts of Shimo-Shakujii and Kami-Shakujii) and the northern low-lands along the Shirako River carry internal-flooding risk. Liquefaction is flagged as 'possible' in parts of the west and warrants a per-address check.
Nakano WardMusashino plateau
Strengths: The entire ward sits on the Musashino plateau at 30–45m. No landslide caution zones are designated and liquefaction likelihood is low across most of the ward. Main residential districts like Nakano, Saginomiya, and Nogata sit outside flood-inundation zones.
Weak spots: Narrow low-land strips along the Kanda and Myoshoji rivers (parts of Yayoicho and Minamidai) carry projected depths of 1–3m. Low-lands along the Seibu-Shinjuku line also have internal-flooding risk.
Setagaya WardSouthern Musashino plateau
Strengths: Centers on plateau-top residential districts like Seijo, parts of Denenchofu, Yoga, and Tsurumaki. Large stretches sit at 30–50m elevation, giving Setagaya a mid-tier flood-inundation zone ratio in the 23. Landslide caution zones are limited to localized steep slopes along the Tama River bluff.
Weak spots: The low-lying strip along the Tama River (Futako-Tamagawa, Tamatsutsumi, Kamata) actually flooded during Typhoon Hagibis in 2019. Narrow low-lands along the Sengawa, Nogawa, and Nomikawa rivers also need checking.
Meguro WardMeguro plateau
Strengths: Centers on plateau-top residential districts like Jiyugaoka, Kakinokizaka, Yakumo, and Himonya, at elevations of 30–40m. Flood-inundation zones are limited to strips along the Meguro and Nomikawa rivers. Landslide caution zones are localized to bluffs along the Meguro River.
Weak spots: The Meguro River basin (parts of Naka-Meguro and Kami-Meguro) is deeply inside inundation zones, with sections exceeding 3m depth. The 400m-wide east-west strip along the Nomikawa also sees frequent internal-flooding observations.
Shibuya WardYamanote plateau
Strengths: Centers on plateau-top residential districts like Yoyogi, Hiroo, Shoto, and Ebisu, at elevations of 20–35m. Liquefaction likelihood is among the lowest in the 23, and hazard indicators are strong across the ward as a whole.
Weak spots: The area around Shibuya Station is the 'Shibuya basin' where multiple valleys converge; internal flooding has been repeatedly observed in concentrated rainfall. Low-lands along the Shibuya and Furukawa rivers have projected depths exceeding 3m in places.
Why the plateau wards dominate
The common thread across the TOP 10 is that most of each ward sits on the Musashino, Yamanote, or Hongo plateau — diluvial terraces covered by the Kanto loam. Plateaus satisfy three conditions at once: (1) elevations of 20–50m keep them out of flood-inundation zones, (2) the support layer is shallow so liquefaction is minimal, and (3) gentle slopes keep landslide caution zones rare.
The mirror image is the low-lands east of the Sumida and Arakawa rivers (Koto, Edogawa, Sumida, Katsushika, Adachi, and Arakawa), which sit on alluvial low-land including below-sea-level zones. Flood and liquefaction risk are both structurally higher there. There are trade-offs against convenience and price, but on hazard alone the gap is clear.
Why you can't decide from a ward ranking
Even inside a TOP 10 ward, there are always local high-risk pockets — river basins, valley floors, and bluff edges. Setagaya's Tama-River strip, Shibuya's basin around the station, Meguro's Meguro-River strip, and Shinjuku's Kanda-River basin all contain "same-ward but 3m+ projected inundation" parcels.
Conversely, even in wards outside the TOP 10, localized plateau-top residential districts exist. The Ueno plateau in Taito, Dokanyama in Arakawa, and the Sekiwara–Iko area in Adachi are clearly higher and safer than their ward's average suggests.
So: a ward ranking narrows the candidate list, but the final call has to be made at the address level with the actual hazard map open.
How to check a specific address
Once you have a candidate property, lock in the risk in three steps:
- Search the address on MLIT's Kasaneru Hazard Map at disaportal.gsi.go.jp
- Toggle the four layers (flood, landslide, liquefaction, tsunami) independently and read the color coding
- Overlay Meiji-era former river courses and reclamation history on GSI's map portal at maps.gsi.go.jp

What to look at alongside hazards
Choosing purely on hazard means sacrificing asset value or convenience. In practice, check these in parallel:
- Vacancy rate (akiya) — the earliest signal of neighborhood decline (detailed guide)
- Land-price trend — 5-year change rate as a proxy for momentum (available from Reinfolib)
- Daily convenience — access to medical, shopping, and education
- Population dynamics — young in-migration vs net out-migration
